The Croatian Defence Academy administered the  Command Senior Enlisted Leader Course (CSEL) from 3- 14 July 2017 aimed at composing a joint advanced NCO education programme for the interested NATO nations. The  Command Senior Enlisted Leader Course was concieved in late 2016 and it was formally established  in Split in late November within the U.S. –Adriatic Charter  held in the formats of CHODs and CSELs of the Charter and of the observer countries.
The Pilot-course was conducted in the Croatian Defence Academy „“Dr. Franjo Tuđman“ from 3- 14 July 2017. It was intended for the NCOs exercising the duties of commanding officers at the battalion level and beyond and administered in the English language by the instructors from the Charter member countries , the observer countries and NATO nations. The students were from Croatia, Albania, Bosnia and Herzegovina, Montenegro, Kosovo, Macedonia and Slovenia.  Croatia and its Armed Forces were chosen to host the Course in view of the confirmed quality and experience of the  NCO Corps and NCO Support Chain as well as the NCO education system with  years-long international reputation. The aim of the CSEL course, besides providing  NCO training, is ambitious and strives to design a joint advanced NCO  education programme for the U.S.-Adriatic Charter and of any NATO nation interested.
